NCEO presented a webinar on April 27, 2017 on Strategies for Meeting the 1% Cap on Participation in the State Alternate Assessment. The webinar, which was available nationally and attended by nearly 150 participants, covered what the Every Student Succeeds Act (ESSA) says about the 1% cap on participation in the alternate assessment, the provisions in regulation for requesting a waiver from the 1% cap, and several strategies for meeting the 1% cap. The webinar highlighted a recent brief produced by NCEO, titled Strategies for Meeting the 1% State-level Cap on Participation in the Alternate Assessment. The brief covers the topics that were presented in the webinar, including both considerations for meeting the 1% cap and recommended strategies. The webinar was designed, in part, to generate questions that states still have about the 1% cap, and to identify needed areas for technical assistance. Many questions were submitted during the webinar. NCEO is working with the U.S. Department of Education to identify possible next steps for technical assistance on this topic.
